One of the top female gymnasts in the United States in the 1980s, Mills was a member of the U.S. team at the 1988 Seoul Olympics. She won the bronze medal in the balance beam, placed sixth in the floor event, eighth in the uneven bars, and fourth in the team combined exercise competition. Mills was the only U.S. gymnast to medal at the 1988 Games.

Career Highlights:
One of America's top gymnasts in the 1980s, Mills was a speed skater before concentrating on gymnastics. In 1985, she finished third in the all-around competition at the U.S. Junior National Championships, and then placed second in the same event the following year at the U.S. Junior Nationals. In 1987, she stepped up to the senior team and the Americans finished sixth at the World Championships. By 1988, Phoebe hit top form and finished first at the U.S. nationals in the individual all-around and floor exercise; she also placed third in the balance beam and fourth in the uneven bars. At the U.S. Olympic Trials that same year, she was the individual all-around champion.

In 1989, Mills retired from gymnastics to finish high school in Illinois. She then began diving competitively and finished as high as 23rd at the U.S. Nationals. After graduating from the University of Miami (she won the Big East platform diving championship), Mills changed directions and became a snowboarding coach in Vermont. She was named U.S. Snowboarding Association coach of the year in 1999. Mills was inducted into the USA Gymnastics Hall of Fame in August, 2000.
