A high school football star in Evanston, Illinois, Noskin played three seasons at the University of Michigan in the late 1950s. In 1957, as a sophomore, he started two games, including a 26-0 win over Georgia when he scored two touchdowns. The Wolverines had a record of 5-3-1 (3-3-1) that season.

Two years later, in 1959, Noskin was the starting quarterback for the Michigan Wolverines, leading them to a 4-5 record (3-4 in conference) that season. In the final game of the year, the Wolverines defeated their rivals, the Ohio State Buckeyes, 23-14. Noskin completed 61 of 115 passing attempts for 747 yards and 15 touchdowns; he also threw 15 interceptions.
