A member of the Hall of Fame of Canadian Tennis, Belkin was Canada's top singles player in the late 1960s and early 1970s. During his career, he won the Canadian Open in 1969, 1970, and 1972.

Canada's No. 1 men's player five times between 1966 and 1972, Belkin held an 18-11 record in Davis Cup, including a 15-6 mark in singles play. During his career, he captured the Western tournament in 1967 and the Masters tennis tournament in 1968. He also competed in the 1967 Pan American Games.
