At the 2000 Sydney Olympics, Ofer was a member of the Israeli judo team and competed in the 73-kg division. He was eliminated from the competition in the early rounds after losses to Tiago Camilo of Brazil and Noureddine Yagoubi of Algeria.

Ofer's cousin, Tamir Bloom, competed at the Games for the United States fencing team. Although the two had not seen each other in ten years, they competed in the same building within two days of each other.

In 2000, Ofer was ranked third on the European Circuit in his judo division (73-kg). At the 2000 European Championships, he lost in the first round to Gennadiy Bilodid of the Ukraine.
