One of DePaul University's greatest players, Carl broke George Mikan's school scoring record during his college career. He still holds school records in career free throw percentage (.853), free throws made in a single game (23), free throws attempted in a single game (25), and is second all-time in career scoring average (21.1).

Career Highlights:
Carl had a terrific career at DePaul University, helping lead the Blue Demons to postseason play in each of the three seasons he played for them. In 1959, Howie led DePaul with 19.0 points per game in the regular season as the Blue Demons finished 12-9 and played in the NCAA tournament. In the first round, he scored 16 points, and the Blue Demons defeated Portland, 57-56. In the Midwest Semifinal, Carl's performance was outstanding with 22 points and 6 rebounds although DePaul was blown away by Kansas State, 102-70. In the Regional consolation game, Carl was again DePaul's star, scoring 24 points and grabbing 6 rebounds, although the Blue Demons lost to TCU 71-65. Howie was named to the All-Midwest Regional team, scoring 20.7 points per game.

In 1960, Howie led the team in scoring for the second season in a row with 19.9 points per game! DePaul had a record of 15-6 and again went to the NCAA tournament. Carl was marvelous again as he led the Blue Demons with 24 points in their first-round win over Air Force, 69-63. In the Midwest Regional Semifnal, DePaul fell to Cincinnati as the Bearcats held Carl to only 12 points and 3 rebounds; but in the Regional third place game, he scored 19 points and had 5 rebounds, as DePaul defeated Texas, 67-61. Howie averaged 18.3 points per game in the tournament.

In 1961, Carl was outstanding all year long. He averaged 21.1 points per game in the regular season and was named Converse second team All-America. The Blue Demons had a record of 17-7 and were invited to the NIT. Carl scored 23 points in DePaul's 73-67 first round loss to Providence. When he graduated from DePaul, Howie was the school's all-time leading scorer with 1,461 points; he is currently 10th all-time in DePaul history. He has the school's 2nd highest career scoring average at 20.0 points per game (over 73 games). Carl is first in career free throw percentage with .853 (425-498) and sixth in career free throws made. His 21.1 points per game in 1960-61 is the 10th highest single-season average at DePaul. He holds the record for most free throws attempted in a game (25 on December 23, 1960), and free throws made in a game (23 on February 9, 1959).

In 1961, the Chicago Packers drafted Howie in the 5th round (50th pick overall). During the 1961-62 season (his only in the NBA), Carl played in 31 games for the Packers who finished last in the Western Division with a league-worst 18-62 record.
