Perlman played basketball at the City College of New York in the late 1900s in the early years of the school's basketball program.

Career Highlights:
A guard at City College, Perlman captained the team in 1907-08 (it was only the third season of basketball at the school) and helped lead them to a record of 9-2 as they outscored their opponents 398-196! The following season, Perlman played well, especially in an early season victory over heavily-favored Yale. CCNY won the game by a score of 32-16 and the New York Times reported that, "[Hyman] Heskowitz and Perlman, the City College guards, excelled...it was due to their efforts that Yale was able to score only three goals [in the second half."

CCNY finished the 1908-09 season with a record of 8-3. Perlman's final season of collegiate basketball was in 1909-10, in which he again captained the varsity. Joined on the squad by forward Barney Sedran, Perlman led City College to a record of 6-4, but played well in his final game against the University of Pennsylvania (the game was actually in the middle of the season, but Perlman left the team following the game - no reason is known). CCNY defeated the Quakers, led by forward Michael Saxe by a score of 37-16.
