Waxman played basketball at the University of California-Los Angeles (UCLA) in the 1960s and was a member of coach John Wooden's first-ever NCAA Final Four team (in 1962).

Career Highlights:
Waxman was a powerful forward at UCLA in the early 1960s. In 1962, Dave averaged 4.7 points and 4.1 rebounds per game for the Bruins, who finished the season 16-9 and ranked No. 17 by the UPI poll (No. 19 AP). In the West Regional Final, Waxman had a good game and finished with 12 points and 5 rebounds in the Bruins' 88-69 victory over Oregon State. The victory pushed the Bruins into the Final Four, the school's (and John Wooden's) first-ever NCAA Final Four appearance. In the National Semifinal game, Waxman scored six points and had three rebounds but UCLA lost, 72-70, to Cincinnati. In the National third place game, Waxman scored seven points and snatched eight rebounds but the Bruins lose to Wake Forest, 82-80. In the NCAA tournament, UCLA beat Utah State, 73-62. Dave scored no points and had only one rebound in .

In 1963, Waxman was joined on the team by junior college transfer Jack Hirsch and had a terrific season as he helped UCLA return to the NCAA tournament after compiling a record of 20-7 in the regular season and earning a No. 15 UPI ranking. Unfortunately, the Bruins did not play as well in the tournament as they had during the previous year. Waxman scored five points and was held to one rebound, and the Bruins were felled by Arizona State in the West Regional Semifinal, 93-79. Dave ended his career with a solid 13 points and eight rebounds in the Regional consolation game, which UCLA lost to San Francisco, 76-75. The Bruins would win their first National Championship the following season, but it was a year too late for, Waxman who graduated in 1963. During his 56-game college career at UCLA, Dave averaged 5.1 points and 4.7 rebounds.
